Iraq's parliament is considering a draft bill that would require security companies operating in the country to obey Iraqi laws with no immunity, Iraqi government spokesman Ali al-Dabbagh said Tuesday.

State Department investigators promised Blackwater guards immunity from prosecution for the incident, according to officials familiar with the matter.
That could complicate any attempt to bring criminal charges in the case, the officials said.
It simply amazes me that we send in hired mercenaries and put no...NO...legal constraints on them. They are not subject to the UCMJ, we made sure they weren't subject to Iraqi law (which it appears the Iraqis will fix now, though it does little good with the current horse out of the barn), and the State Department gave them immunity.
At least our own soldiers are subject to the UCMJ. As well they should be. These Blackwater guys are apparently above the law.
And now we see what happens when you take away any law from an armed force.
